For the record: response on LC-135: 'form' and 'elementFormDefault' appear harmful

The following notes were sent to the commentator on May 25, 2000 and June
29, 2000.  As far as I am aware, the commentator has not formally
responded.  The workgroup therefore considers this issue closed.

Hope you had a good trip back from Amsterdam.

On May 12th, you sent an inquiry to the schema workgroup regarding our
treatment of namespaces [1].  We are attempting to formally catalog and
resolve all such issues, and yours has been designated issue LC-135 (LC is
for last call).  Shortly after receiving your note, I sent a response [2]
suggesting that there had been a misunderstanding, and that there is
indeed no problem with our design.  If you are in agreement with the
analysis in my note, we would like to close the issue without further
action, but we wanted to check with you to make sure that we had not
somehow misunderstood your concern.  Please let me know whether you
consider this to be an appropriate resolution, and if not, please clarify
any remaining concerns.

Although not specifically called out in your original query, my response
did point out a possible related concern regarding the nature of the Post
Schema Validation infoset contribution for a locally scoped element.  I do
plan to remind the workgroup of this remaining question, but do not
propose to hold up resolution of LC-135 on that basis.  Again, if you have
any concerns or discomfort with this proposed resolution, please do not
hesitate to let me know.

The schemas workgroup is in the process of going through all of our last
call issues.  Wherever possible we are trying to reach consensus on
appropriate resolutions with those who have originally raised concerns.

On May 12th you sent a note [1] which suggested that our form and
elementFormDefault mechanisms were in conflict with the XML Namespaces
recommendation.  Based on that concern of yours, we opened an issue that
we identify as LC-135 [2].  Shortly after receiving your note, I responded
with an explanation which I believe demonstrates that there is indeed no
conflict between the mechanisms we propose and the existing mechanisms of
XML namespaces.  A copy of my note to you is attached for your reference.

Based on this analysis, the XML schema workgroup proposes to close issue
LC-135 without taking any further action.  We would like to know whether
you consider this an acceptable resolution.  Since I will be on vacation
for the next two weeks, I would appreciate your sending a response to our
chairs, Michael Sperberg-McQueen and Dave Hollander (on the CC list for
this note).  Thank you very much.
