We should wait for a reply from Ralph but I'm guessing that he means

 2) http://www.w3.org/1999/XMLSchema#timeDuration

This would allow definitions to be machine acessible via a URI mechanism.

In principle, which would you prefer:

  1) http://www.w3.org/TR/xmlschema-2/#timeDuration

    Already exists, resolves to section in HTML document

  2) http://www.w3.org/1999/XMLSchema#timeDuration

    Doesn't exist yet, but can easily be made to,
    Resolves to element in the Schema for Schemas.
