Hi Jamieson,
	Yes this is very similar to what I stated about the maxOccurs. From
a narrow/selfish EDI point of view I wasn't worried about the minOccurs as
they gave me sufficient capability to define segments as Mandatory or
Conditional. However I think you have a very valid point.
