The latest version available as W3C Note is SOX 2.0, published on 30 July 1999. Unless there is specific reason to refer to 1.1, I'd suggest to update the reference to 2.0. It's available at <http://www.w3.org/1999/07/NOTE-SOX-19990730>. - Reference to "URI" points to very old Internet Draft. It shall refer to RFC 2396, like WD-xmlschema-2-19991105 does. - While RFC 2396 doesn't replace those portions of RFC 1738 that defined the specific syntax of individual URL schemes, I don't think it's necessary to include a reference to RFC 1738 in this document. - "WAI Accessibility Guidelines: Page Authoring" is an obsolete name; it should be referred as "Web Content Accessibility Guidelines 1.0". Correct reference would be something like this: WAI-WEBCONTENT Web Content Accessibility Guidelines 1.0, Wendy Chisholm et al. W3C, 5 May 1999.
