Responses that formally address issues are expected to include rationale for decisions. You are really just telling us that the Working Group disagrees. Please make a technically sound argument either why this does not need to be defined anywhere or why it should not be defined in XLink 1.1 specifically; other than telling us again that no one wrote this into the XML Core Working Group's charter, we know that by now. You may well be right that XLink 1.1 is not the right place to define this; if you think that e.g. DOM Level 3 Events should define how XLink interacts with the DOM Event model and the individual events, please ask the WebAPI WG to include this information in DOM Level 3 Events.
