The XML Core WG has confirmed its consensus that it is outside the scope of the XLink specification to discuss event handling in terms of DOM. We do not feel this is an unresolved technical issue for the XLink 1.1 specification, nor do we feel it makes sense to list in the XLink 1.1 specification everything that the specification leaves undefined.
