Re: XLink 1.1: XLink 1.1 in XML 1.1

We'll update the draft to make it clear that XLink works for both XML 1.0
and XML 1.1 and that the names should match the version of XML being used
(e.g., labels in an XML 1.0 document must be XML 1.0 NCNames and labels
in an XML 1.1 document must be XML 1.1 NCNames).
