Dear XML Core Working Group, http://www.w3.org/TR/2005/WD-xlink11-20050707/ section 5.4 notes "If the URI reference is relative, its absolute version must be computed by the method of [XML Base] before use." Due to the other problems in the same section, and considering that XML Base refers to a different version of the URI specification and requires behavior with respect to illegal characters that is inconsistent with RFC 3987, it is highly unclear what the implications of this conformance requirement are. Please change the draft such that XML Base and XLink 1.1 are consistent with respect to these matters.
