The XML and text declarations

The current XPointer requirements Note lumps the XML declaration (and
by implication the text declaration on an external entity) with
processing instructions.

Although these markup components have the syntax of PIs, I believe
that they are not (even if SGML-based tools can't tell the difference).
The XML BNF uses distinct rules to specify them.

This is important to the Infoset WG, whose pre-draft takes the view
that the XML and text declarations are not PIs, although the WG
has not actually made such a decision explicitly.

Please reconsider this point.  Thank you.
