The XML Base Working Draft contains a section [1] which "specifies an addition to the XML Information Set which integrates the base URI information set property and the xml:base attribute". The reason for this is to ensure "that applications that rely on the xml:base attribute and those that rely on mechanisms which surface the base URI information set property produce the same results." Describing augmentations to the XML Infoset in this manner (in the XML Base WD) is clearly less than ideal. Greater consistency and interoperability would be gained by moving the content of this section into the XML Infoset draft. I believe the similar release dates of XML Base and XML Infoset warrant this change. This change also simplifies those parts of XInclude [2] which describe how the base uri information item is affected by the infoset merging algorithm.
