The unicode/c14n issue

For the record, I'm with James Clark on this issue and would leave
Unicode normalization out of c14n.  I am unconvinced by John Cowan's
contention that this is easy and compact to implement, and feel that
shoehorning these two different processes into one specification is 
likely to impair the application of both. -Tim
