Part 2 Spec updated

Hi,

I finished updating the changelog and did my final edits to part-2[1].
Don't hesitate to send mail if you find something that needs fixing.
We still have some time.

You'll find here below a changelog of things I did since my previous

[X] Updated changelog in a style similar to that of part-1

[X] After verifying the Soap 1.2 and 1.1 specs, removed the 
    trailing  '/' after "http://www.w3.org/2003/05/soap-envelope" and
    checked that it was included in 
    "http://schemas.xmlsoap.org/soap/envelope/".
