Spec Updated

Sorry for the delay.  I have updated the spec with the samples.  I will post the part 2 in a day or so.

The following issues have been resolved:

   Fixed Issue: 326-jk: Using a neutral XKMS service in the examples - Changed http://test.xmltrustcenter.org/XKMS to http://www.example.org/XKMS as the service endpoint 
   Not completely Fixed Issue: 318-tl: Missing RSAKeyPair element in the XKMS schema - Changed RSAKeyValue to RSAKeyPair - First Changed in July 5th, 2004 draft now the samples are doing the correct thing. Check Para[269] section C3.2.1, C3.2.2, C3.2.3 
   Fixed Section 2.8.1.1 sample 
   Fixed Section 2.8.1.2 sample 
   Fixed Para [147] sample 
   Fixed Para [148] sample

Tommy, can you please check the samples in Para[269] section C3.2.1, C3.2.2, C3.2.3 and send me an updated version.
 
Also, all implementers, can you please check the samples that you have versues the one the in the spec for any typos or errors or updates.  Please note that the service endpoint has been changed in the samples in addition to the one that Tommy posted earlier.
