Re: CR issues list published / remaining issues

Thanks Jose for sending the messages.  I will do them from now on as soon as I upload the document.
 
Also,  could you please add a issue as editorial for things that I have as TODO in the spec change log.  I am maintaining it in the spec, but, as folks are looking at the CR issues list for open items, it may help them to understand that this thing is still not fixed.

Shivaram, I already sent messages to the reviewers who had not yet been notified
that their comments or changes had been taken into account and that
their issues are considered closed unless we hear otherwise from them.
