Issues List Changes

Hi All,

Here is a list of changes made to produce the Nov 20th version of the XKMS
Issues List [1]. 

Based on the Nov 7th telecon:
-	Issue 77 modified to reflect decisions at Nov 7 Telecon and
Stephen's follow-up list email.
-	Issue 54 now points to Blair's proposed text that was sent to list.
-	Issue 47 updated to reflect Blair's required action. 
-	Issue 25 updated to reflect Phill's required action.
-	Issue 78 updated to reflect decisions at Nov 7 Telecon (though not
moved to resolved until spec updated) and point to Blair's email comment.
-	Issue 79 updated to reflect Stephen's required action.
-	Issue 85 updated with proposed resolution. 
-	Issue 86 updated to reflect Frederick's required action.
-	Issue 89 changed from Clarification to Editorial. 
-	Issue 90 resolved based on overlap with Issue 54.
-	Issue 92 updated to reflect Phill's required action, and changed to
Editorial from Clarification.
-	Issue 95 resolved based on overlap with Issue 78.
-	Issue 96 changed from Clarification to Editorial.
-	Issue 100 added to track possibility of including multiple policy
Ids in a compound request.

Based on the Nov 14th telecon:
-	Issue 72 resolved based on Requirements spec fix; Issue 99 opened to
resolve issue against spec.
-	Issue 73 resolved based on overlap with Issue 54. 
-	Issue 74 kept open after investigation by Mike. 
-	Issue 75 resolved.
-	Issue 76 resolved.
-	Issue 82 resolved based on Frederick's update to requirement 2.4.5.
-	Issue 83 resolved.
-	Issue 87 updated to reflect Frederick's required action.

Created new issues 101-104 to track the remaining issues from Blair's Nov 4,
2002 email [2].

Created new issues 105-112 to track Frederick's new issues [3]. 

I did not get a chance to look at Slava's recent email.  Please let me know
if I've missed anyone's issues.
