XKMS 4Dec schema question

I have a schema question. 

In RequestAbstractType the attribute OriginalRequestId has type IDREF. (line [71]

Isn't IDREF only applicable for id's specified elsewhere in the same document, and
isn't this attribute referring to an id specified in an earlier message?

Should this be anyURI?

I also notice this for ResultAbstractType at [89]
