The Open Group has started a QoS Task Force [1]. There are three "working groups", one which plans to work on a QoS Taxonomy. This taxonomy is not yet defined. I'm pushing that group to work toward using the Taxonomy with UDDI categoryBags. We may need to see what support is in UDDI v2 for registering new taxonomies.
