ACTION: Jonathan to make sure parameters are added to the URI in the HTTP binding even when no whttp:location appears

IIRC, this came up during an interop call, and is reflected partly by my
message at [1], but just to repeat it more clearly.

 

Basically, the automatic generation of parameters is described in 6.7.2.2
[2], which is a subsection of 6.7.2 Serialization as
"application/x-www-form-urlencoded".  This implies that query parameters are
only generated when using the HTTP binding with the x-www-form-urlencoded
serialization.  

 

But the SOAP binding refers to these same rules as in effect when using the
soap-response MEP, as required in 5.10.4.2.1.

 

In other cases (HTTP binding with a serialization other than
x-www-form-urlencoded, and SOAP binding using request-response MEP) query
parameters are not generated and thus ignoreUncited has no effect.
