Re: W3C Spec and Test Suite Updates

WRT 1, I noticed that features and properties are still in the WSDL 2.0 
schema. Sounds like it's appropriate to remove them from the schema at 
this point.

1. I removed Features and Properties from Part 1. 
2. I generated a zip file with the test cases and schemas in it for easy 
downloading [1]
