I would say no, operation styles should not apply to faults.

While working on LC344#5 it occurred to me that operation styles only
apply to Interface Message Reference components. However, faults are
also messages, so should operation style also apply to faults? I don't
have a strong opinion either way. I just wanted to make sure this was
not an ommission in the spec.
