XML 1.1 Dropped, XSD 1.0 Simple Types Used

As per the decision at the Melbourne F2F, I have updated Part 1 of the 
spec. This answers issues LC75q, LC89b, and LC89c.

Editors of other parts should replace the namespace prefix wsdls: with 
xs:.
