More on feature and protocol binding

The attached proposal is shorter than several previous ones; if you're at all interested in features, please take a moment to look at it.  An issues list is included at the top, as not all members of the interest group are agreed on the content.

The goal of this proposal was to be as terse and non-invasive as possible, while defining a sufficient structure for support of extensibility in bindings.  The document is more or less in the style of the current editors' draft, when it introduces EIIs.
