Draft Requirements Section 4.5 recommendations

The attached html document contains my proposals for disposition of the
requirements in section 4.5.

In a nutshell:
  R046:  Accept
  R051:  Accept
  R047:  Reword & Reject
  R085:  Reject
  R096:  Reject
  R055:  Reject
  R093:  Reject
  R048:  Reject
  R049:  Reject
  R052:  Reject

It looks brutal, but I think the bulk of the proposed requirements are
restatements of other requirements.  The longer version of this states which
requirements I thought covered these.
