This is my pet issue against WSDL: WSDL 1.1 uses XML Schema to describe data in, for example, SOAP 1.1 encoding. XML Schema is not really good at describing graph data model strictly, therefore WSDL 1.1 has the "encoded" use of schemas but it does not specify concretely how schemas are dealt with. If we want to keep "encoded" use, IMHO we'll have to specify how XML Schema schemas are understood in connection with SOAP data model. AFAIK, this has been a big interop issue.
