Revised Sec 1.5.6: Process of Engaging a WS

Per my action item from the last F2F, I have revised Sec 1.5.6 (The Process 
of Engaging a Web Service) in the Introduction.  The revised version is 
attached.  (It is not yet checked in to CVS, because there are some CVS 
conflicts that I have to work out first.)
