Putting web services in context

Given that we are trying to define web services, I was wondering if it
would be useful to put web services in the context of the problem they
are trying to solve:
 
Why are web services emerging? What are the limitations of existing
architectures? What are the limitations of existing development models?
 
This would help us define web services through the problem they solve.
