The cleanup of #7 took at least one important CSF out: "Stagger "features" in a standard so that even software that implemented only the minimal features in the standard can interoperate with another software that implemented more features" This CSF may need better wording (as below), but I would prefer to leave it in for now: "software that implemented only the minimal features in a standard can interoperate with another software that implemented more features of the standard" I miss gaping holes in Reliability part of 007. Is that intentional?
