A priori, again & D-AG0003

Hi all,

I guess that this issue was dropped at the f2f because I wasn't
involved in the breakout group that covered it, but we still have no
goal or requirement that mentions "a priori" as it is in our charter;

  "In particular, it must support distributed extensibility, without
   third party agreement, where the communicating parties do not have
   a priori knowledge of each other.

I raised this[1] on April 1, and only Chris-not-the-chair responded[2].

It concerns me that this issue hasn't yet been addressed. I also note
that I couldn't find any mention of this issue in the f2f notes.

So, I'm proposing that we add that snippet above to D-AG0003. It's
good goal language, IMO, so we might as well reuse it.
