RE: Face-toface review draft of requirements document

Hi Joe,

	Eventually the requirements will be moved to their own section; for
the moment, I've decided to leave them where they are until they are out of
draft status, so that their relationship to the overall goals is more clear
when reading the document. We'll fix this after the face-to-face meeting.
