While running the OWL test cases an hour or so ago my machine also
had trouble getting the tests from http://www.w3.org/2002/03owlt/
The http get on my linux machine was just waiting (for minutes)
and at that time the browser also didn't get W3C stuff. I experienced
that behaviour a couple of times but finally succeeded to run all
test cases...

These all seem to be working now. It is strange that this was apparently
a transient problem as I could get to other W3C pages without problem
during that period. Sorry. If I had thought this was a transient error,
I wouldn't have complained about it to this list.
