document links broken

Links to OWL documents which are of the form
http://www.w3.org/TR/<docname>/ are now returning Error 404.  Yet, the
W3C Semantic Web page and the WebOnt page both still use these links.
What is the proper prefix and would someone please update the pages with
the proper URLs?
