pointer fix

i tried to point to:

<http://www.w3.org/TR/2003/CR-owl-features-20030818/>
but if i go to that link, it brings up the version of the document from 
august.
Could someone put the dec 15 version of the document there?
i need to point to it as the last version of the document in my working 
version.
