There is currently no hard constraint in the Reference on the presence of a typing triple for owl:Ontology, Appendix E states that "Everything should have a type" but not "must have". Also, this appendix is explicitly meant as a set of guidelines, not as a formal spec of DL/Lite constraints. So I suggest no change is required as a result of this resolution.
