I don't exactly follow what this is about, but my current draft wording for the SOTD on test maintenance is: Although OWL itself is stable, the test suite is expected to evolve to clarify issues which may arise. During this Proposed Recommendation phase, any changes to the normative test suite will appear in the OWL Test Cases editor's draft [1]; after possible advancement to Recommendation status, such changes will be handled as normative errata [2]. Additional non-normative tests may be provided by the Working Group via the test site [3] as supplemental information for developers. On this subject, BTW, a little editorial work on Appendix A might be nice. (In particular, A.3. seems to say that subtantive changes are a kind of editorial change, which seems wrong to me.)
