equivalent RDF->equivalent OWL: outstanding dissent?

I'm auditing our records for dissent, and I find:

"RESOLUTION: All RDF/XML documents that are equivalent under the RDF
Recommendation are equivalent OWL exchange documents 
==> 14 in favor -- 3 opposed"

The record doesn't say who was opposed. Does whoever
it was want to carry their dissent into our request
for Candidate Rec/Proposed Rec? If so, you'll need
to let me know who you are, and you'll have to write
or help me find your argument.

changes that would remove the dissenter's objection; these proposals may
be vague or incomplete."

Unless somebody steps forward, I'm going to treat
the "opposed" votes as abstentions or some other
form of water-under-the-bridge-by-now.
