acceptable changes to LC documents by W3C team (Re: WOWG: Telecon Agenda March 27, 2003 -- incl. LAST CALL RESOLUTION)

I suggest that changes to other structural parts of the documents, e.g., 
the H2 element for the WD and date, etc., also be allowed.
