My guess now is that it's because the url resolves to
http://www.ksl.stanford.edu/people/dlm/webont/Feature Synopsis for OWL Lite and OWL_files/W3C-WD.css
which has spaces in it and is not usable by my Netscape version.

Unfortunately, our supported Netscape version here is 4.79 and maybe later versions tolerate spaces in file names.

I expect that if I tried with IE it would work. You might want to consider putting underscores in the above resolution, in case anyone has comparable Netscape difficulties. Otherwise, I'd advise
folks to use IE.
