redundancy or content missing in PLS sentence about reformed spellings

The Pronunciation Lexicon Specification's section 4.5 says: "Reformed spellings e.g. in German some of the words which used to have 'ß' before are now to be written with 'ss'." Either "before" is redundant of "used to have" or a word or phrase is missing after "before", as in "'ß' before this or that string". The discussion in https://lists.w3.org/Archives/Public/www-voice/2008AprJun/0036.html suggests that nothing is missing; if so, the "before" should be deleted, but if not then whether a word or phrase is missing should be considered.
