Re: Test 330 is missing SCXML namespace

I have fixed this and checked it in, but haven't been able to test it.  
I think that you're right about test298 as well, but will wait a day or 
two to see if anyone else has opinions before updating it.

I have added an appendix B listing these changes to the IR document.
