Not all implementations of <transfer> may be able to support a destination URI. The implementations might default to a fixed address and others might use alternate criteria such as introspecting the 'aai' to determine the appropriate routing. If your platform requires that the user specify a destination URI, then throwing 'error.connection.baddestination' might be appropriate.
