New VoiceXML Candidate Recommendation puslished

This is the 20 February 2003 W3C Candidate Recommendation of "Voice
Extensible Markup Language (VoiceXML) Version 2.0". The only
difference from the previous version is a correction to the schemas to
fix problems found with some schema tools.
