Question refused, where do I send validator questions ?

I sent the question below and it was refused.  If I can't send validator questions to the validator list then where do I send them?

This makes no sense whatsoever to me - I expected better from W3C.

Note that this is a Drupal generated page.  There is a "plain" html page at:

which is a lot easier to read, but some things (such as the link to the validator) won't work.

I get errors due to blank rows and try as I might, I cannot see how to fix these errors, as having anything but a blank row screws up the tables.
The blank rows occur where two columns with "rowspan" in them overlap by more than one row.  All the browsers I've tried cope with this OK.
As you will see, one of the four errors I get is:
Row 20 of a row group established by a tbody element has no cells beginning on it.

I wrote the software that generates this page and would love to know how to fix this problem.
