[VE][html5] Add Subject Here

This error is not up to date: "A charset attribute on a meta element found
after the first 512 bytes."
As the changelog (http://www.w3.org/TR/html5-diff/) states: "The character
encoding declaration is now allowed to be within the first 1024 bytes
instead of the first 512 bytes."
