IE X-UA-Compatible metatag should validate

This line should validate under HTML5, just as it does under XHTML: 
 
<meta name="X-UA-Compatible" content="IE=EmulateIE9" />

IE is notorious for its version differences, and the W3C should have a
little consideration for web designers.
