DOCTYPE; was Re (2): W3C validator error - End tag for element "HEAD" which is not open

Can anyone explain why the DOCTYPE remains html while the DTD 
has advanced to XHTML?  In other words, why not this?
<!DOCTYPE xhtml
     PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN"

Over the years I've totalled hours reading pages at and never 
seen a mention of this apparent inconsistency.
