Using &#149; for bullets.

If you validate as XHTML 1.0 Strict or XHTML 1.0 Transitional, 
you get no errors.

However, validating as HTML 4.01 Strict or HTML5 returns:

Errors found while checking this document as HTML 4.01 Strict!
reference to non-SGML character
&#149;

Errors found while checking this document as HTML5!
A numeric character reference expanded to the C1 controls range.
&#149;

These character references in the range 127-159 should be 
reported as errors.
