If you first follow the instructions for installing the validator on windows http://validator.w3.org/docs/install_win.html and then look up some documentation on how to set up a CGI in IIS. then you'll have a working validator. However, the documentation and interface page may not work well, because IIS may not support the server-side-includes (SSI) used by the validator. (previous discussion on this at: http://lists.w3.org/ Archives/Public/www-validator/2006Oct/0019.html ) If you manage to do it, please document it and we can make other IIS users happy.
