You can't use raw IRIs (any RFC 3987 syntax not covered by RFC 3986) in places where only URIs are allowed. However that feature should not be introduced before the W3C validator can check URI syntax in attributes like "href". "Just use IRIs" where it's not allowed is a horror scenario, like "just send 8" in email. Frank
