Version 0.7.4 of the W3C Markup Validation service is a bug fix
release of W3C's most popular tool (also known as "HTML Validator").

This new version includes a number of bug fixes and improvements,
among them:

* The return of the outline feature. The feature, allowing users of
the validator to check if the headings of their document provide a
reasonable outline, was broken in version 0.7.3 and at risk for the
next versions. It is now fixed, and secured for future versions. The
W3C Semantic Data Extractor[1] is also recommended for that purpose,
and more.

* The validator's API, and in particular the specific HTTP headers
providing quick information on validation results, were fixed after
recent breakage, and documented [2]

* the ubiquitous "valid HTML" and "valid CSS" icons [3] are now
available in two different colors, and four different file formats,
including PNG and SVG.

* documentation and error messages received an update
