While discussing the grammar, I might add that the wording is not quite correct. The outline is not generated from the tags <h1> through <h6> alone but from the heading _elements_. (You need to recognize the end tags, too, and keep track of the content, discarding any inner markup.) Replacing "tags" by "elements" would thus be an improvement. By the way, generating the outline might be useful as such, independently of validation. It could even be used by end users (non-authors) who stumble across a long page with many headings but no table of content.
